THE 5 TH GOVERNMENT SERVICES FORUM AT THE WORLD GOVERNMENT SUMMIT IN DUBAI, UAE
Launched by the Emirates Government Service Excellence Program (EGSEP) at the Prime Minister's O /ffi ce in the UAE, the /uni00A0 5th Government Services Forum is being held at the World Government Summit in Dubai, UAE. /uni00A0 This Forum shall convene senior leaders from the public and private sectors to engage in a dialogue on the future of government services.
The Forum envisages exploring multiple topics including, changing citizen expectations and emerging technologies, and their impact on government services; how governments around the /uni00A0 world are meeting these expectations and shifts, and addressing the challenges in delivering exceptional service experiences; and how services will evolve over the next 5-10 years.
Since its launch at the World Government Summit in Dubai, UAE in 2019, the Forum has been held at the Goldman School of Public Policy, University of California at Berkeley, GITEX Dubai and the World Government Summit during Expo 2020 Dubai. This is the 5 th /uni00A0 edition of the Forum.
The Forum aims to continue the discussion through the formation of a community focused on shaping the global agenda on government services.

A DIALOGUE ON THE FUTURE OF GOVERNMENT SERVICES
We stand witness to an era of digital disruption where new and emerging technologies are coming together and have the potential to catapult us into a new digital age. The pandemic catalyzed change across the globe. Government and the public sector - domains known to resist change - faced a plethora of challenges, forcing them to adapt how they interact with citizens and how they respond to crises. Now, a post-pandemic world demands that governments carry forward and build on this transformation in a holistic fashion, and that they reimagine the future of how they serve their citizens of today and tomorrow and businesses using the power of technology, to utlimately improve societies and communities, and humanity as a whole.
As governments move forward in this journey, they still grapple with challenges in critical areas like identity and payments as they look to digitize more and more services. At the same time, the importance of services rendered face-to-face in physical service centres does not in any way diminish, as public o /ffi cials continue to seek novel ways to engage with citizens more e /ff ectively and with better outcomes. Now, overlay this with the potential of AI and the Metaverse, and the ramifications are as endless as they are exciting.
Technology undoubtedly has the potential to make any experience feel like magic. So the question is - How do governments integrate this magic and leverage developments being made in technology into their existing frameworks and institutions so that they can decipher the challenges confounding them, and design and deliver better services for the citizens of today and tomorrow?

Roundtable One Identity: Reinforcing Human Centricity and Trust
For citizens, identity implies sensitive personal information that enables carrying out the most basic and essential activities. For governments, identifying citizens and delivering services to them form fundamental functions of the state. Quite obviously, the stakes surrounding identity are extremely high.
While many citizens of the world may take having a legal identity for granted, lacking a formal way to identify yourself can result in citizens being excluded from having access to basic services, such as education, voting, social assistance programs and other government services. Unfortunately, nearly one billion people today do not have access to o /ffi cial proof of identity. At the same time, people's lives today straddle two worlds together. /uni00A0 While the blending of digital and physical worlds has opened up new possibilities for government services, it also implies that a new vision of identity is required to deliver on such possibilities, and also to enhance trust.
The services that our citizens want tomorrow may well depend on having the identity solutions we create today. Our panelists will ponder upon this and other significant issues like:

Roundtable Two Payments: Key Building Block for Proactive Government Services
The three critical factors in customer-centric payment methods are - simplicity, security and speed. But many government services around the world provide payment options that do not support these pillars. The process of payments in government services requires citizens to pay-by-mail, pay-in-person or use third-party portals which can prove to be complicated and time-consuming.
The landscape of payments in government services remains fractured. But innovation is clawing its way back in as technology again takes centrestage as the prime disruptor - UPI (Unified Payments Interface), BNPL(Buy Now Pay Later), DeFi (decentralised finance) and crypto cards are just beginning to scratch the surface.

H.E. DR. AMR TALAAT

With over 30 years of solid experience in the IT and telecom industry, implementing working strategies for the provision of innovative digital technologies, Talaat was tasked with a chief mission to lead EgyptÃs Digital Transformation Initiative, 2020. Talaat is confident of what immersive technologies can offer to serve as a strong arm to empower vital sectors of the economy and realize the Sustainable Development Strategy: Egypt Vision 2030.
TalaatÃs endeavor aims to oversee the implementation of several strategic projects, that include developing and securing the countryÃs IT & telecom infrastructure, creating a generation of professionals specialized in advanced digital technologies, spurring innovation and improving government performance and quality of services offered to the citizen-as a main objective of the governmentÃs digital transformation mega program. A strong believer in the power of youth as active participants in the socio- economic development of the nation, Talaat led a number of digitally-based empowerment initiatives to engage professionals to support such belief. Throughout his career, Talaat succeeded in materializing exceptional investments, mergers and acquisitions to attract and nurture Foreign Direct Investment (FDI) to the country and create the value-add.
Under his leadership, before joining the Government of Egypt, Talaat spearheaded IBM EgyptÃs expansion plans, ensuring the creation of unique job opportunities and the establishment of centers of excellence to export digital services. Throughout his career at IBM Egypt, he held various leadership roles till he headed the firm.
Talaat was an Adjunct Professor at Cairo University with teaching experience in market and sales strategies and tactics, organizational behavior and strategic management. He was an honorary member at the ICT Board at Cairo University, member of the ICT Board of the Academy of Scientific Research and Technology, and the Chairman of ICT Committee of the American Chamber of Commerce.
Talaat earned his Doctor of Business Administration from the University of Paris - Paris School of Business and obtained a Master of Science in Computer Science from Illinois Institute of Technology, and holds an MBA from Paris ESLSCA Business School, France. He is a graduate of Cairo UniversityÃs Faculty of Engineering.

His Excellency Sheikh Saud bin Sultan Al Qasimi is the Director of the Sharjah Digital O /ffi ce (SDO), Sheikh Saud is responsible for driving the digital transformation of Sharjah and promoting the use of technology to enhance the lives of its citizens. He was previously a member of the Higher Committee of Digital Transformation in Sharjah, where he worked to advance the adoption of digital technologies and innovative solutions in the emirate.
HE Sheikh Saud holds a graduate degree in Computer Science and is certified in Digital Transformation Strategies from the University of Cambridge Judge Business School. He also has a background in Cyber Security, bringing a deep understanding of the industry to his role as Director of SDO.

Mr. Saif Al Dhaheri is the Assistant Governor - Strategy, Financial Infrastructure and Digital Transformation at the Central Bank of the UAE. He also chairs the Board of Directors of Al Etihad Digital Payments company, Oumolat Security Printing, in addition to his role as Vice Chairman of the Emirates Institute for Banking and Financial Studies (EIBFS), besides being a member in the board of directors for the Artificial Intelligence O /ffi ce, UAE. /uni00A0/uni00A0
Mr. Saif Al Dhaheri joined the Central Bank from Mubadala Investment Company where he was holding the capacity of a Senior Advisor to the DCEO - Chief Human & Corporate Services & part of Special Project division, with a mandate to establish and manage Mubadala's Train For Work Programme. He also previously was the Executive Vice President in Human Capital & Facility Management with a mandate for oversight mainly on Human Capital, Organisation, Excellence, Customer Care, and Service Quality.
Prior to Joining Mubadala, Saif Al Dhaheri worked in Al Hilal Bank as a Chief Operating O /ffi cer with a mandate of oversight on Information Technology, Project Management O /ffi ce, Business Continuity, Operations, Internal Control, Facility Management, Real Estate, & Procurement, and prior to that he worked in Takreer covering a variety of positions.

Ulvi Mehdiyev was born on January 30, 1985 in Baku. He got his bachelor's and master's degrees from the law faculty of Baku State University. He also has got a master's degree on 'Adaptive Strategic Management' from the Duke University of the United States of America. /uni00A0
Between 2006-2009 He worked at the Directorate General for Legislation of the Ministry of Justice of the Republic of Azerbaijan. Following the Ministry of Justice, U. Mehdiyev continued his career in Law-enforcement A /ff airs Department of the O /ffi ce of the President of the Republic of Azerbaijan. Starting from 2012, he worked as a Head of Division at the Department for Work with Law Enforcement Bodies of Presidential Administration of the Republic of Azerbaijan.
U. Mehdiyev /uni00A0 was appointed to the position of the Deputy Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan by the Order of the President of the Republic of Azerbaijan dated February 13, 2014. He was appointed to the position of the Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan by the Order of the President of the Republic of Azerbaijan dated April 27, 2018.

Mehdiyev was awarded with the medal 'For Distinction in Public Service' by the President of the Republic of Azerbaijan on December 27, 2018. /uni00A0 He is the Member of Commission on Business Environment and International Ratings and the Member of the 'Working Group to accelerate the establishment of free economic zones' since 2018. /uni00A0

H.E. MOHAMED BIN TALIAH

His Excellency Mohammed Bin Taliah is the Chief of Government Services of the United Arab Emirates Government, where he oversees improving government services and implementing programs to ensure providing high quality services through the Emirates Government Service Excellence Program (EGSEP), which aims to raise the efficiency of government services and improve customer experience. He also oversees other programs including the Global Star Rating System, Khadamati system, and the Best M-Government Award, an international annual award aiming to encourage government entities and students to develop innovative solutions in the field of smart applications.
Bin Taliah has previously held several managerial positions in various fields in the public and private sectors, including IT, cyber security, corporate governance, media, and ICT. From 2014 to 2019, he served as Assistant Director General for the Corporate Services Sector at the Prime MinisterÃs Office, in the Ministry of Cabinet Affairs.
H.E. ENG. MOHAMMAD IBRAHIM AL ZAROONI
Deputy Director General for Information and Digital Government Sector, TDRA, UAE
In 2021, H. E. Mohammad Al Zarooni assumed the position of Deputy Director General of the Information and Digital Government Sector at TDRA (Telecommunications and Digital Government Regulatory Authority). Before that, he held several leading positions at TDRA including Chief Technology O /ffi cer (CTO) in 2007; Director of Domain Administration (.aeDA) from 2009 to 2015 and Director of Policies and Programs Department until 2021 when he assumed the position of Deputy Director General of the Information and Digital Government sector.
H. E. Al Zarooni started his career at Emirates Telecommunications Group Company PJSC (Etisalat), where he served as an Internet Services Provider Manager from 2005 until 2007. During his long career in the telecommunications sector and digital transformation field, H. E. contributed to several strategic projects and digital transformation plans. Today, he leads TDRA's Information and Digital Government sector. He and his team have contributed significantly in forming and implementing the digital transformation roadmap with its various paths and initiatives. /uni00A0
Currently, H. E. Al Zarooni is supervising an ambitious strategy for digital transformation in the UAE Federal Government. The strategy is based on enabling the relevant entities in the government and the private sectors to move from a digital government towards a comprehensive digital transformation which is based on partnerships, emerging technologies and future foresight.

Saeed has spent the last 10 years of his career playing an instrumental role in multiple government public service transformation programs, including Dubai Model for Government Services, Hamdan Bin Mohamed Program for Smart Government, and City Makers.
AARON SNOW
Fellow and Interim Executive Director, Beeck Center for Social Impact + Innovation, Georgetown University, USA
Aaron has led digital service teams for two national governments. A 2013 Presidential Innovation Fellow, he co-founded and then led 18F, the US government's in-house technology and design consultancy, and was the first Deputy Commissioner of the Technology Transformation Service. In 2018, he became the first CEO of the Government of Canada's Canadian Digital Service. He has twice been named one of the 'World's 100 Most Influential People in Digital Government.'

DigiLocker is a key project under Digital India - Government of India's national digital infrastructure mission, and is aimed at building a federated, nationwide ecosystem for paperless service delivery by digitizing citizen records & enabling their digital usage.
